Socio-economic analysis — digital exclusion of older people

About the assignment

Helsedirektoratet (Norwegian Directorate of Health), through Senteret for et aldersvennlig Norge, is seeking a socio-economic analysis of three measures to tackle digital exclusion among people over 65: Digitale Saman, Digital Opplæring Heime and Bli digital – lån et nettbrett. The analysis must follow the guidance from DFØ (Norwegian Agency for Public and Financial Management) and assess benefits, costs and distributional effects, as well as the overall impact and scalability of the measures. The assignment will be carried out in collaboration with four pilot municipalities (Volda, Ørsta, Ulstein and Fjord). Deliverables comprise a final report, a summary, presentation material and an oral presentation.

Responsibilities

• Carry out a socio-economic analysis of three measures to tackle digital exclusion among older people
• Describe the problem and the relevant zero alternative
• Identify and assess key benefits and costs
• Assess uncertainty and distributional effects
• Assess the measures together as a package, including any synergies
• Assess opportunities for further implementation and scaling
• Liaise with the pilot municipalities Volda, Ørsta, Ulstein and Fjord to collect data
• Deliver a final report, a summary, presentation material and an oral presentation

Required skills

• Project manager with experience of leading at least one relevant analysis or study assignment
• At least one consultant must have carried out at least one socio-economic analysis for the public sector
• The team must collectively have expertise in socio-economic analysis (benefits, costs, uncertainty and distributional effects)
• The team must have expertise in statistical/quantitative analysis and data processing
• The team must be able to communicate complex analyses to decision-makers, both in writing and orally
• Experience of digitalisation, digital inclusion, health or welfare
