Senior consultant — mapping and fee model DMP

About the assignment

Direktoratet for medisinske produkter (Norwegian Medical Products Agency, DMP) needs assistance in mapping its revenue and expenditure appropriations and establishing an updated fee and levy model in line with circular R112/15. The assignment covers sub-project 3 (mapping of appropriations and DMP's expenditure) and sub-project 4 (development of a fee and levy model). A team of up to three consultants sharing one 100% position may be offered, at least one of whom must be at senior level.

Responsibilities

• Map and clarify which parts of the expenditure appropriation are to be considered against the fee and levy items in the state budget
• Map DMP's use of resources against the various levies and fees
• Assess the flexibility in the use of the appropriation DMP receives each year
• Establish hourly rates and assess how many rates are needed for sufficient accuracy
• Establish principles for time recording and carry out time studies per fee
• Review all current fee rates and assess which should be retained, adjusted or phased out
• Review the basis for the percentage rates of the levies and develop an appropriate management model

Required skills

• At least one of the proposed consultants must be at senior level (minimum seven years' experience)
• The proposed consultant team must have relevant expertise in finance, state budget processes and the application of circular R112/15
• The proposed consultant team must have experience of setting fees in line with circular R112/15
• Good understanding of R112/15, including which costs may be included in fee calculations
• Ability to advise on the balance between differentiation and averaging for efficient administration
• Ability to develop a fee and levy model suitable for annual administration
• Systematic approach with transparent and verifiable analyses
• Documented relevant expertise and experience from similar assistance/projects in the last 3 years
