Senior consultant — leading work on good referrals

About the assignment

Helsedirektoratet (Norwegian Directorate of Health), via Norsk helsenett SF, is seeking an experienced senior consultant to lead the sub-assignment on good referrals under Ventetidsløftet (TB2026-60). The consultant will drive a national improvement initiative across health administration, municipalities and specialist health services, and support the programme office in developing GP services. The role requires a combination of strategic insight, the ability to deliver and the ability to build collaborative relationships across sectors. The work will be carried out at Helsedirektoratet at Storo in Oslo, with some remote working and travel.

Responsibilities

• Lead Helsedirektoratet's work on assignment TB2026-60 – sub-assignment on good referrals
• Support the programme office and multidisciplinary teams in developing GP services
• Drive national improvement work across health administration, municipalities and specialist health services
• Help maintain progress in the project, and prepare and follow up meetings
• Develop simple, clear messages from extensive material
• Work closely with the programme office, project managers and the working group at Helsedirektoratet

Required skills

• Senior consultant with 8+ years' experience
• Relevant higher education, preferably in health sciences, at master's level or equivalent
• Experience of health administration and the development of GP services at national level
• Experience of similar work in programmes/projects, analysis and process improvement
• Experience of leading major development, restructuring or change processes in the public sector, within health and care services
• Experience of strategic work, analysis and implementation of measures in cross-sectoral organisations
• Knowledge of national governance processes and collaboration with key stakeholders in the health and care sector
• Good oral and written communication skills in Norwegian and English
• Experience from similar assignments (up to 3 relevant projects)
